วิเคราะห์การปรับกรณีคืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนดของนักศึกษามหาวิทยาลัยสงขลานครินทร์ วิทยาเขตหาดใหญ่

Abstract

การวิจัยแบบบรรยายครั้งนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์การปรับกรณีคืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนดของนักศึกษามหาวิทยาลัยสงขลานครินทร์ วิทยาเขตหาดใหญ่ 2) ศึกษาความคิดเห็นของนักศึกษาต่อการปรับ 3) ศึกษาปัญหาและอุปสรรคจากการคืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนด กลุ่มตัวอย่างเป็นนักศึกษาระดับปริญญาตรี มหาวิทยาลัยสงขลานครินทร์ วิทยาเขตหาดใหญ่ ที่คืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนด ในปี 2556-2559 จำนวน 260 คน คัดเลือกกลุ่มตัวอย่างโดยเฉพาะเจาะจงตามคุณสมบัติที่กำหนด เครื่องมือที่ใช้ในการวิจัยประกอบด้วย 3 ส่วน คือ ส่วนที่ 1 แบบสอบถามข้อมูลส่วนบุคคล ส่วนที่ 2 แบบประเมินความคิดเห็นต่อการปรับ ส่วนที่ 3 แบบสอบถามปัญหาและอุปสรรคจากการคืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนด มีค่าความเที่ยงเท่ากับ 0.79 และ 0.81 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า กลุ่มตัวอย่างอายุเฉลี่ย 20.4 ปี (S.D.=1.43) เพศหญิง ร้อยละ 63.22 นับถือศาสนาพุทธ ร้อยละ 81.4 สังกัดคณะวิศวกรรมศาสตร์ ร้อยละ 17.77 รองลงมาเป็นคณะวิทยาการจัดการ เป็นนักศึกษาชั้นปีที่ 1 ร้อยละ 33.06 ชั้นปีที่ 2 ร้อยละ 24.38 สำหรับประเภททรัพยากรสารสนเทศที่ยืมนั้นเป็นหนังสือหรือตำรา ร้อยละ 89.04 จำนวนครั้งของการยืม 1-5 ครั้งต่อเดือน ร้อยละ 89.26 และการที่ไม่คืนตามกำหนด พบว่า ร้อยละ 25 ของการยืม ไม่ได้ส่งคืนภายในเวลาที่กำหนดร้อยละ 73.14 กลุ่มตัวอย่างทั้งหมดจ่ายค่าปรับเป็นจำนวนเงิน 15,490 บาท (ต่ำสุด=3 บาท, สูงสุด=1,200 บาท) ความคิดเห็นต่อการปรับกรณีคืนทรัพยากรสารสนเทศล่าช้ากว่ากำหนด พบว่า กลุ่มตัวอย่างมีความเห็นว่าการใช้โทษโดยวิธีการปรับมีความเหมาะสม ร้อยละ 92.98 อัตราค่าปรับและการปรับทำให้เกิดวินัยในการยืมคืน ร้อยละ 83.06 ระยะเวลาที่กำหนดให้คืนและนำมากำหนดการปรับให้เหมาะสม ร้อยละ 76.45 และกลุ่มตัวอย่างไม่เห็นด้วยกับการยกเลิกการปรับและใช้วิธีอื่นแทนการปรับ ร้อยละ 77.69 และ 63.22 ตามลำดับ ปัญหาและอุปสรรคเกี่ยวกับการคืนทรัพยากรล่าช้ากว่ากำหนด ส่วนใหญ่ระบุว่าการใช้งานยังไม่เสร็จสิ้น ร้อยละ 82.23 ไม่สะดวก ร้อยละ 66.12 ลืมคืน จำวันกำหนดคืนไม่ได้ ร้อยละ 60.74

The objectives of this descriptive study were to analyze the fines for late return of library materials in Prince of Songkla University, Hat Yai Campus, to study students’ feedback on the fines and finally factors led to late returning of library materials were also analyzed. Two hundred sixty students were sampled from the undergraduate students in Prince of Songkla University, Hat Yai Campus who were subject to be fined due to late return of library materials during the years of B.E. 2013-2016. The questionnaire developed for this study consists of 3 parts; personal information in the first part, followed by the students’ view on the fining rule, and the causes or obstacles that led to the late returning. The reliabilities of the questionnaire were 0.79 and 0.81 for parts 2 and 3, respectively.

The result showed that the average age of the target group was 20.4 years old (S.D.=1.43), 63.22% were female, the highest number were Engineering students (17.77%), followed by Management Science students (16.12%). In term of study year, 33.06% were first year students which was the highest, followed by the second year students (24.38%). Textbooks were 89.04% of the lent library materials and 89.26% of the students borrowed 1-5 times monthly in average. About seventy percent of the target group committed the overdue return less than 25% of their borrowings. Regarding the rule of fining, 92.98% responded that the fines were appropriate, 83.06% agreed that library rules in fining will enhance the library etiquette of the students, 76.45% agreed that the lending period and the amount of fines are just right, 77.69% and 63.22% of the students disagreed with the abandon of the fines and replacing with other alternatives respectively. In terms of reasons or obstacles, majority of the students stated that the reason of late return was they were still in need of the materials (82.23%), inconvenient (66.12%), forgot to return (66.12%), and forgot the due date (60.74%).
